About UBRC

Who We Are

 The United Black Republican Coalition (UBRC) is a coalition designed to educate and recruit Black Republicans across the United States. The coalition was born as a result of many conference calls, communications and interaction between the states of Colorado, Kansas, Oklahoma, Texas and Washington. These conversations led to an organizational meeting that took place in Tulsa, Oklahoma on December 12th and 13th of 2003. In addition to representatives from the above states there was also a representative from the state of California.

This gathering of Black Republicans in Tulsa laid the foundation for the organization by developing Bylaws for the coalition, electing founding and initial officers and establishing a strategic planning process.

It is our belief that the collaboration among local African American Republican Organizations, Clubs and Activist will create a powerful base to foster the election of Republicans, especially Black Republicans to national and local political offices, wherever possible.

It is anticipated that all will concur that this is an opportune time for development of a coalition of Black Republicans through which we can network, support one another and join together to institute, within our local communities, and galvanize support for the party and unify the exceptional grass roots work that local organizations and individuals are currently engaged in.

The Mission of UBRC is: 

To increase the number of blacks voting Republican by generating and supporting candidates across the nation who are committed to making a positive difference in African American Communities.

The Vision and Purpose of UBRC is:

  • To support the objectives and policies of the Republican State and National Committees, to work for the election of the Republican Party Nominees and encourage the election of Black Republicans to political office who support the purposes and objectives of UBRC.
  • To coordinate the affairs and business of UBRC, to adopt Bylaws by which the Coalition shall be governed, to perform all duties delegated by law and rules not prohibited by the Republican State policies and such other duties not prohibited by law or the Republican party.
  • To provide an atmosphere for creative discussion and an opportunity to educate Black Americans about the inner workings of local, state and national elective policies.
  • To increase Black Americans' access to economic opportunity in a capitalist society.
  • To increase the effectiveness of Black Americans in the cause of good government.
  • To benefit the general welfare of UBRC groups, clubs, organizations and individuals.
  • To foster loyalty to the Republican Party and work for the advancement of the party principles and candidates in all elections, including non-partisan elections, who support the purposes and objectives of UBRC.
  • To reassess and review the fundamental principles of the Republican Party as they apply to economic, social and political issues affecting Black Republicans in the United States of America.
  • To promote the historical education of Black American history within the Republican Party on a local and national level

Emmitt Mitchell
Chairman


A successful businessman with a diverse background in the banking, real estate and automobile industries. Former owner of three automobile dealerships which received awards for service and sales excellence. Previous bank executive with Wells Fargo Banks in Minneapolis, Minnesota and Omaha, Nebraska. He co-founded with his brother, the Christian Community Foundation and Urban Youth Leadership, Inc. where he serves as its current chairman. Emmitt and his wife of more than 30 years, Karen, have four children.

Brigitte Harper
Vice Chairman

Founding member and former chair of the Oklahoma Minority Republican Coalition, State Senatorial candidate in 2000 and State House candidate in 2002. She has served on the Outreach Committee of the Tulsa County Republican party since 2000. Brigitte holds a Master’s Degree in Human Relations from the University of Oklahoma and a Bachelor of Arts Degree in Sociology from Northeastern State College in Tahlequah. Brigitte resides in Tulsa, Oklahoma, is the proud mother of two children, a devoted Christian and serves her church and humanity well.

Advisor to the Chairman


Founding board member of UBRC and well known and respected for his working knowledge, service and commitment to the Republican Party. He served as the former state chair of the Kansas Black Republican Council and Associate Vice chair of the Kansas Republican party. Former owner of the Mid-Central Insurance Consulting Agency, he currently serves as CEO and Board President of Four M Development, Inc. d.b.a. Mid American Aviation. James and his wife, Margaret, have been married over 40 years; have four children and three grandchildren.

Alfonzo A. Maxwell
Advisor

Active in the Republican Party since 1987, he was elected to the 1996 Republican National Convention. From 1997 to 1999, he served as chairman of the Second Congressional District of the Kansas Republican Party. Al holds a Masters Degree in Public Administration from the University of Kansas and a Bachelor of Arts Degree in Communication from Washburn University of Topeka, Kansas. Born in Topeka, married 33 years, Al and his wife, Sheila, reside in Kansas where they work and raise their three children.

Vice President of the Young Republicans

Currently Jordan is enrolled at Texas Southern University where he is pursuing a degree in Public Affairs. A conservative Republican student, strategist and consultant, he was born in Midland, Texas to a single mother who instilled in him the values of hard work and being morally and ethically sound. Jordan is President of the TSU College Republicans which has a current membership of fifty students and is a Republican Precinct Chair. Aspiring to become a United States Senator, Jordan believes in the Republican Party’s philosophy as it relates to freedom and the role of government.

Treatha Brown-Foster
Treasurer

Serves as the Bank Examiner for the State of Kansas. With over a decade of experience in the banking industry, her expertise was essential to the successful opening of the first African American Bank in Wichita, Kansas. She is a graduate of the American Institute of Banking and Financial Examiner School and the FDIC School in Washington, D.C. Treatha and her husband, Bill, are long time residents of Wichita and have four sons.

Arniter Jamison
Corresponding Secretary


Serves on the Board of the Colorado Black Republican Forum. She also served as the Treasurer of the Black Republican Political Action Committee, currently serves as Corresponding Secretary of UBRC and is an active member of the Denver Woman’s Republican Club. Arniter holds a Masters Degree in Public Administration from the University of Colorado and a Bachelor of Arts Degree from Lincoln University in Missouri. She is the proud mother of two children and five grandchildren.
